Does Spotify always turn a quiet track up to its target?
Positive gain depends on available peak headroom. A track can remain below the playback target when raising it further would exceed the peak allowance. Album playback can also preserve the relative loudness between tracks.
Separate mastering from playback
Spotify Normal uses -14 LUFS and Quiet uses -19 LUFS. These are playback references, not a reason to remove the dynamics you want. Normalization can be disabled and differs across devices; this file-based estimate represents the selected setting.
